In the state of PA, the answer is no since our eScooters are electrically limited to operate at the same brake horsepower as a 50 cc scooter. They do need to be registered and insured as a scooter. In the state of NJ, our eScooters are classified as low speed electric scooters and follow the same requirements as ebikes, meaning that no registration, insurance or drivers license are required to operate. In either state, eScooters must follow all laws applicable to bicycles, meaning they are not to be operated on highways.
